The Sierra Leone Aircraft Accident and Incident Investigation Bureau is looking for suitably qualified persons for the following positions;

Aircraft Accident Investigator

Qualifications:

The Aircraft Accident Investigator shall
1. Be a trained and qualified aircraft accident investigator.
2. Possess Degree in Mechanical Engineering or Electrical/Electronic Engineering or possess qualifications in Aeronautical Licenses or Academic Degrees in Aeronautical/Aerospace Engineering.
3. Have a minimum of ten (10) years’ experience in Aircraft Accident Investigation.

Experience:

The Aircraft Accident Investigator shall
1. Possess an Aviation related engineering, medical and/or operational experience is required for a variety of professional positions with this safety related organization.
2. Have excellent organizational and technical writing skills, and ability to effectively speak and write English. The information taken from the accident scene must be assembled and or organized into logical factual and analytical reports.
3. Have the ability to work well under pressure and meet deadlines.
4. Have the ability to manage a team or have had a previous managerial experience.

Major Duties and Responsibilities:

The Aircraft Accident Investigator must be able to:
1. Review and develop related policies and procedures where applicable;
2. Conduct preventive investigation;
3. Carryout airframe and power plant investigation;
4. Conduct flight operations investigation;
5. Conduct wreckage mapping;
6. Retrieve flight recorders;
7. Document accident site information;
8. Collate aircraft maintenance information;
9. Obtain fuel, fluid and oil samples for analysis;
10. Carryout engineering laboratory tests;
11. Identify airworthiness deficiencies;
12. Identify metallurgical failures;
13. Carryout aircraft structures and systems investigation;
14. Carryout flight recorder read-out and analysis;
15. Carryout testing of components, including engine teardown;
16. Coordinate human factor and psychological investigation aspects of the accident;
17. Collate crew information;
18. Collate ATS information;
19. Collate Aerodrome information;
20. Collate weather information;
21. Document cockpit information;
22. Collate flight history;
23. Collate the performance/weight and balance information, including cargo manifest;
24. Interview eyewitnesses, including relevant personnel;
25. Establish notification contacts with all interested parties in and outside Sierra Leone;
26. Coordinate the medical and autopsy investigation;
27. Draft the Preliminary and Final Report of investigations;
28. Conduct Safety Recommendation Follow-up and safety studies;
29. Manage training of investigation division staff and technical personnel; 

Admin and Human Resource Officer

Major Duties and Responsibilities:

He or she shall perform the following duties:

1. Should be familiar with preparing minutes of a meeting capturing key points discussed.

2. Must be able to organize filing of administrative documents and maintain proper record of all correspondences.

3. Must have excellent writing skills and be able to respond to the bureau’s correspondences with focus on the subject matter.

4. Should be capable of and vibrant enough to represent the bureau in participating adequately in workshops and conferences.

5. Organize and maintain administrative, personnel and training records.

6. Facilitate recruitment, hiring and retention processes.

7. Perform HR related duties and responsibilities with GoSL policies and procedures.

8. Any other duties as may be assigned by supervisor(s).

Qualifications:
 Bachelor’s Degree in Business Administration or Human Resource Management.

Experience:
 A minimum of five (5) years’ work experience in related field.

Procurement Officer

Major Duties and Responsibilities:

He or she shall perform the following duties:
 Work in close collaboration with divisions to initiate procurements in accordance with the procurement plans.
 Assist in the preparation of annual procurement plans
 Prepares standard bidding documents and ensures clarity of specifications, TORs and statements of works to all bidders.
 Take lead in the preparation of bid announcements, issuance of bidding documents, receipt of bids, provision of bid clarifications and conduction of pre-bid meetings as well as site visits and the accuracy and timely bid evaluation.
 Prepare the Public Procurement and Disposal of Asset monthly reports and or updates the Procurement Performance Management System, quarterly and annual reports for management's information.
 Prepare contract committee papers and provide clarifications as and when required.
 Keep record of procurement action files in accordance with the Public Procurement and Disposal of Asset requirements.
 Attend procurement committee meetings
 Monitor and evaluate procurements and projects to ensure timely completion and reports on deviations if any.
 Perform any other duties assigned by supervisor from time to time.

Qualifications:
 Bachelor’s Degree in Procurement or professional qualification in related field.

Experience:
 Three year’s work experience in related field. 

Office Assistant

Major Duties and Responsibilities:

 Logging of incoming mails/ correspondence.
 Dispatch documents / mails.
 Prepare file list and file documents
 Photocopy and bind documents
 Assist to prepare inventory of assets.
 Monitor the movement of files
 Administers the operation of the Office
 Ensure that the office is clean and tidy
 Perform any other duties assigned by supervisor or other senior staff

Qualifications:
 WASSCE/O LEVEL/GCE/OTHER CERTIFICATES OR DIPLOMA

Experience:
 Three year’s work experience in related field. 

AVIATION OFFICER(S)

SL-AAIIB
is looking for qualified and experienced Sierra Leoneans with background in Aircraft Maintenance, Flight Operations, Aircraft Piloting, Air Traffic Controller, Manufacturing of aeronautical products, and any other related field of Aircraft Investigations.


The interested applicant:

1. Should possess an Aviation related engineering, Medical and Operational experience which will be required for a variety of professional positions with this safety related organization.

2. Must have excellent organizational and technical writing skills and ability to effectively speak and write English. The information taken from the accident scene must be assembled and or organized into logical factual and analytical reports.

3. Must have the ability to work well under pressure and meet deadlines.

4. Must have the ability to manage a team or have had a previous managerial experience.

The Sierra Leone Aircraft Accident and Incident Investigation Bureau is looking for suitably qualified persons for the following positions;

OPERATIONS INVESTIGATOR

The Operations Investigator:
> Must have been a Commercial Pilot with not less than 5,000 flight hours.
> Must maintain close coordination with the meteorological agency.
> Must provide technical guidance to the Admin Department in developing training programmes for technical staff of the Bureau.
> Must be able to serve as an observer in interviews of witnesses during an investigation.
> Must develop safety recommendations to prevent accidents and promote safety.
> Must write quarterly reports to the Commissioner.
> Must be able to conduct special investigations involving significant safety matters.
> Must work collectively with other Investigators.
> Must be able to liaise with the Commissioner on ICAO related Operations issues.
> Must coordinate with the Search and Rescue operations.
> Must develop annual Work plan for the technical department of the Bureau.
> Must be able to collect the facts concerning the history of the flight and the flight crew activities before, during and after the accident/incident.
> Must be able to manage the activities of personnel in the technical department ensuring their specified duties are discharged efficiently and, in a cost, effective manner.
> Must identify potential safety hazards.
> Must be fluent in spoken English, proficient in writing skills and ability to read and comprehend English easily.
> Must possess integrity, professionalism to work On-Call at any time of the day and under pressure.

Qualifications and Experience
The applicant must have an Airline Transport Pilot License (ATPL) with Type Ratings on Medium or Large Body Aircraft, with a minimum of 5,000 Flight Hours.

FINANCE AND ADMINISTRATIVE MANAGER

The Finance and Administrative Manager:
> Must ensure efficient operations of the office.
> Must create short-term and long-term strategic plans for development of the Bureau.
> Must manage employee life cycle, recruiting, hiring, onboarding, training, and firing employee.
> Must manage employee benefits, leave allowances and leave schedules.
> Must facilitate payment of salaries/wages to Bureau’s Personnel.
> Must facilitate Staff Training/Training Plan, Development and Talent management (Administrative appraisal).
> Must be able to efficiently manage the Human Resource and staff welfare of the office.
> Must be able to maintain an updated record of all assets of the office.
> Shall provide administrative support to ensure efficient operations of the office.
> Shall provide expert advice and guidance on all matters financial to all levels within Bureau as required.
> Must have worked in a supervisory position in financial administration with at least five years job experience.
> Must possess integrity, professionalism and good understanding of Admin related responsibilities with filing system, response to correspondences and work On-Call at any time of the day and under pressure.
> Must be fluent in spoken English, proficient in writing skills and ability to read and Comprehend English easily.
> Must be computer literate with ability to use software programs like MS Excel, QuickBooks, MS Word, MS PowerPoint etc.
> Must ensure that COVID procedures are complied with accordingly.

Qualifications and Experience
The applicant must have a minimum of a Diploma in Accounting, Business Administration, ACCA Part 1 or Equivalent, with high level of experience in subject matter.

The Administrative Assistant:
> Should provide administrative support to ensure efficient operations of the office.
> Shall assist in creating short-term and long-term strategic plans for development of the Bureau.
> Must be responsible for recording and filing minutes of meetings.
> Must receive and process all incoming administrative emails, letters etc.
> Must prepare admin related responsibilities with filing system documents, response to correspondences, memos and to staffing needs.
> Must exhibit integrity, professionalism and should be prepared to work on call at any time of the day and under pressure.
> Shall assist to make travel arrangements for staff
> Must have worked in a supervisory position in an aviation industry with at least five years job experience in Air Operations and Management.
> Must ensure that COVID procedures are complied with accordingly
> Must be fluent in spoken English, proficient in writing skills and ability to read and comprehend English easily.
> Must be computer literate.

Qualifications and Experience
The applicant must have a minimum of a Certificate in Business Administration or Equivalent, with high level of experience in Aviation Management.

DUTY AND COORDINATING OFFICER

The Duty and Coordinating Officer:
 Must be able to coordinate information/notification to/from States, Authorities, Agencies and the relevant organizations, such as Search and Rescue, Police etc., in accordance with ICAO Standards, And Recommended Practices (SARP).
 Shall ensure periodically that investigators are in possession of the office mobile phone/radio, go-kits and other related personal equipment.
 Shall ensure that the related items/equipment (e.g. office mobile phone/radio, go-kits etc.) are packed-ready to proceed without delay to the accident site.
 Must assist the Investigator-in-charge (IIC) in coordinating internal and external support for investigators in the field and in keeping the States and various agencies involved in the occurrence informed as to the progress of the investigation.
 Must engage with Embassies, Corporate Institutions and International Non-Governmental Organizations (iNGOs), for supporting the Bureau’s activities.
 Must organize daily, weekly and monthly activities and be responsible for the updating of the Office Notice Board and coordinating external office meetings.
 Shall be responsible for raising awareness of the Bureau.
 Must coordinate all phone calls, invitation emails and other external correspondences.
 Shall be available when required to acknowledge receipt of notification of an accident or incident.
 Shall be responsible for recording notification of accident or incident in the investigation logbook.
 Must undertake and coordinate public relations matters with key stakeholders for workshops, trainings and other public functions for the Bureau.
 Must exhibit integrity, professionalism and should be prepared to work on call at any time of the day and under pressure.
 Must have worked in a supervisory position with at least five years job experience.
 Must be fluent in spoken English, proficient in writing skills and ability to read and Comprehend English easily.
 Must be computer literate.
 Must ensure that COVID procedures are complied with accordingly.

Qualifications and Experience
The applicant must have a minimum of a Certificate in International Relations and Logistics Management or Equivalent, with high level of experience in subject matter. 

INFORMATION, COMMUNICATION TECHNOLOGY AND TECHNICAL DATA OFFICER

The ICT and Technical Data Officer:
> Must be able to manage the Bureau’s website, staff emails and social media platforms.
> Must ensure security of technical data, network access and backup systems.
> Must coordinate and manage all audio-visual content of the Bureau.
> Must be able to operate and maintain digital equipment including drones, cameras, recorders etc.
> Must be able to provide innovative technological support to enhance the efficient running and administration of the office.
> Must be able to install and configure computer operating systems and applications.
> Must assist the Duty and Coordinating Officer during official functions and events.
> Must provide support to the Commissioner at any time of the day.
> Must liaise with the press for public functions organized by the Bureau.
> Must be fluent in spoken English, proficiency in writing skills and ability to read and comprehend English easily.
> Must have worked in the field of ICT with at least two years job experience.
> Must possess integrity, professionalism to work On-Call at any time of the day and under pressure.

Qualifications and Experience
The applicant must have a minimum of a CompTIA A+ Certification and a Certificate in Audio-Visual Production or Equivalent, with high level of experience in subject matter.
